  • The New Era University Special Education Program for Children with Special Needs offers services for young students of ages 3-21. More specifically, it caters to the needs of children with mental retardation, learning disabilities, autism, attention deficit hyperactivity disorder, and Emotional and Behavioral Disorders. The program is anchored on the philosophy of normalization. This is the systematic process of providing children with special needs the needed training and opportunities given their normal counterparts. Thus, the Program subscribes to “Inclusive Education” in training children with special needs.


  • VISION
    • Children with special needs benefit from an atmosphere of acceptance, trust and respect for their atypical/unique developmental characteristics. In this type of educational setting where the needs of special children are best met.

  • MISSION
    • Our mission is to provide a holistic learning program anchored on Christian values. The learning activities are based on child development theories, behavioral, and psychological principles that facilitate the development of a child’s physical, intellectual, emotional, social and spiritual being. The experiences are afforded in an educational milieu that promotes interaction of special children with their regular peers.

  • GOALS
    • The Program regards special children as unique persons who, despite their limitations, can become productive members of the society. Subscribing to this belief, it seeks to:
      • Assist children achieve their maximum potential through proper diagnosis, development and implementation of intervention programs appropriate to their individual needs.
      • Facilitate the children’s integration in the family, with peers, in the school and as Christian members of the community where they belong.
      • Recognize their potential for learning in varied contexts.
      • Conduct useful and significant research aimed at contributing to the betterment of children with special needs.
      • Extend outreach services to community needing information in the education of children with special needs.
      • Involve God-fearing competent and committed personnel for the attainment of the program’s goals.

  • PROGRAMS AND SERVICES
    • The pupils/ students who are enrolled in the program are given placement program that includes an individual program and a developmental program. Their names are included in the list of promoted regular elementary and High School Pupils / Students submitted yearly by the registrar to the Department of Education. Because of this practice, the Special Education Program of New Era University is regarded as an Inclusive Education Program. It is based on the Philosophy of Normalization which means providing pupils/student with disabilities an Education and Environment that is as close to normal as possible.

SPECIAL EDUCATION DEPARTMENT HISTORY

The program was conceptualized and initiated in 2001 by Dr. Virgen R. Hernandez, former University President and Dr. Josefina S. Malibiran, pioneer SPED Teacher. Dr. Josie Malibiran was assisted by the previous principal of the Elementary Department, Mrs. Leonisa U. Medrano and Bro. Orlando M. Cabigting Jr., a Regular Church worker and M.A. Major in SPED student. Twelve (12) students with three varied disabilities: (Mental Retardation, Autism and Learning Disability) comprised the pilot class for two years. In the same year, the teacher training – program (BEED with Specialization in SPED and M.A. Major in SPED) was first offered.

In 2003, the program received full support from the church Administration who felt the growing need of our brethren with special children. Immediate campaign programs were initiated and conducted by Sister Fredeswina Javier and provided necessary facilities and equipments. Thus, in the same year, the full operation of the program started with 38 students and on August 11, 2003, the Department of education granted the program a permit to operate. At the end of the School Year 2003-2004, the number of students increased to 52. Dr. Malibiran at this time was appointed as Director of the Program with Bro. Orlando M. Cabigting Jr. as the Assistant Director and Jovito Espinas as Secretary.

The SPED resource rooms were situated at the ground floor of Building II, Rooms 127, 128 and 129, near the Pre-School Library.

Prior to the full operation of the SPED Program in 2003, awareness seminars and crash courses in SPED were conducted to train the Elementary faculty members to handle children with special needs. In September 2004, the Director left for US and Brother Orlando Cabigting Jr. was appointed as Officer in-Charge of the program and Sister Fredeswina Javier as the Program Consultant. One of the pioneer teachers Sister Ester Parlade became the first Coordinator of the Program. The program incorporated therapy services with two (2) Occupational Therapists namely Gerome Bautista and Maritess Cachuela, assisting the children. In School Year 2004-2005, the number of students increased from 50 to 75. There were six (6) teachers namely: Teacher Ester Parlade, Weena Villanueva, Liezel Vargas, Marie Jane Coo, Dorislyn Tabunda, Ruby Gelacio, thus yielding a ratio of 10:1. In the same year, the first SPED month was celebrated with Food Preparation, Field Trip to the Ninoy Aquino Park, and Can Art (sponsored by the University of the Philippines) giving highlight. A seminar entitled “Including the Excluded” was organized and held with Dr. Edilberto I. Dizon, another consultant of the Program, as the Guest Speaker. The program received full recognition from the government in March 2005.

In School Year 2005-2006, the High School Program was initiated. Teacher Rodelia Lagaspi became the first High School SPED Teacher. Teacher Rodelia and three (3) new teachers namely Teachers Marissa Pablo, Millette Del Rayos, and Jovelyn joined teachers Ester, Weena, Liezel, Jane, Doris, Ruby and Apple. Three Teacher-aides were also hired on this yearm namely Teachers George, Mirell, and Levie Jane. A Program Secretary was also hired in the person of Michael de Guzman. The first SPED Day Camp was held on February 24, 2006 where children learned how to do tent pitching and grilling and engaged in parlor games. On March of 2006, the SPED Month was again held with Food Preparation as the main activity. The year ended with the Graduation Ceremony.

The Special Education Curriculum was developed and implemented in School Year 2006-2007 where activity plans were introduced. The Special Progress Report Card was improvised. In the same year, the Developmental Program was initiated and implemented. The Curriculum based Assessment was likewise introduced. The Program maintained the same number of teachers in this year. Prof. Weena M. Villanueva was designated the SPED Coordinator of the Program in this year. She became the 2nd SPED Program Coordinator. The United Nations Celebration was held on October 17,2006, and at the University Hall for the first time. On January 2007 the children experienced their first field trip to the Avilon Zoo. In February 2007 the SPED Month was held. Spelling, Writing, Coloring, Canister Painting, and Puzzle and Singing Contests highlighted Litmus 2007. A SPED Exhibit was also held at the AVR facility. The year's Recognition Program was held at the University Hall on March 16, 2007 with special guest Brother Aniceto T. Bunag Jr.

In the following school year, School year 2007-2008, Brother Eliezer SG. Ortiz joined the Program as its 3rd Director. On December 11, 2007, the implementing Guidelines of the Program was presented by Program Coordinator Weena M. Villanueva to the NEU President and other Administrators, at the same month the coordinator left for US and Prof. Liezel Vargas was appointed as SPED Coordinator. Four new teachers and two teacher-aides joined the Program, namely Teachers Diana Veninoso, April Almendra, Fely Colansi, Nick Gelacio, Avelyn Maloy and Enrico De Ocampo. Bro. Marcelo Carballo became the new Secretary of the Program.
